Only time will tell whether this is just a badly worded press release, or if The Division is marching towards pay-to-win status. After all, the same Ubisoft Club rewards page offers a pack of three Dark Zone keys that let you "explore the Dark Zone further", which is grossly overstating their use as simple keys to open loot crates (or glorified boxes) in the Dark Zone. While Ubisoft did not offer a reason for the Phoenix Credit nerf it seems motivated by a need to slow player progress. The Division update 1.2: Phoenix Credits cap doubled, gear score lowered for next Incursion The Division's next major update will increase the number of Phoenix Credits that players can hold to 2,000. It’s a harsh drop to be sure, and one that has not gone over well with the community.

Previously, players could get upwards of 10 Phoenix Credits per Dark Zone boss kill, and now that tally has dropped down to 1-3.
